With a decreasing population, the number of elderly people increasing and less tax income, the County Council management is very busy. In addition to this, business operational information systems aren’t tailored to support them with performance indicators. Getting quicker performance indicator feedback, less manual effort, and more flexibility is paramount to strengthen NLL's management.
Business Challenges
NLL is a geographical region in the north of Sweden, a political body and a service organization. The main businesses of the County Council are health and medical and dentistry services with the objective: The services shall be given in accordance to individual needs, by competent personnel, at the proper level and with the correct choice of treatment. It comprises 8,000 employees of which 6,500 work in health care, and shows a turnover of 5.5 billion SEK (approx. 590 million euros).
After the customary business study, NLL found the solution to their problem to be a Data Warehouse. The first increment of the Data Warehouse was implemented towards the end of 2000. Information regarding health care was caught through interfaces towards NLL’s health care system. At that time there were 7 different databases, one per health care administration. The information was loaded, integrated, transformed and stored in a data warehouse, structured as a star-scheme. Economic and personnel information were handled in the same way.
NLL’s Data Warehouse is at its best when it comes to decision support to strategic management. Reporting functionality, earlier supported by operational information systems is now conducted via the Data Warehouse. The manual effort regarding monthly and quarterly reporting has decreased as expected. Through the big reorganization a few years ago, NLL benefited greatly from the Data Warehouse as they could get an overview of the total information quantity and quality.
"How did we manage without the Data Warehouse" is a common expression at NLL.
